[PHREAKNET-35] TSPS improvements
- Fall back to going to the operator if dialed invalid number or entered incorrect PIN multiple times (instead of disconnecting)
- Make N11 and other special service codes work through TSPS (N11 for PhreakNet, as to the PSTN would make slightly less sense)
- Make pseudo-NPAs work through TSPS, e.g. 400
- Ensure that on-net destinations are completed directly, e.g. calls to PSTN numbers that are homed on the switch
- Support international PSTN calls (per-PIN)
- Ideally consider wrapping up "known correct" logic into a C module for TSPS functionality, based on the standard accompanying Jane Barbe prompt set
