There are a few different contact methods for telegrams currently, most of them functioning in a "pull" manner, but paging is not currently one of them. Since telegrams often contain brief and urgent messages, paging is a very appropriate channel and should be added as well. If a user's InterLinked account has a paging contact, then that should also be sent an email along with the regular email notification.
