net_irc currently only supports server = network, even though networks can have many servers in IRC.

For example, Synchronet has the idea of many Synchronet boards participating in a shared network: http://wiki.synchro.net/service:ircd

I don't think a centralized network is needed or wanted, but the ability to peer/connect multiple boards together as desired mutually by the sysops involved would be great. To do this, all the server to server parts of the IRC protocol need to be implemented (and tested).
