[PHREAKSCRIPT-29] res_phreaknet: Don't try making API requests if not a PhreakNet node

Details

res_phreaknet is included in PhreakScript and therefore loaded on many non-PhreakNet nodes. We should not attempt to do anything on those systems, e.g. attempting to download public keys and such, i.e. it shouldn't be like this:
