When dial tone is run through an Oldphoneworks pulse to tone converter on the line, even though the dial tone still sounds the same to the human ear, the POTS health check fails, which means the dial tone must sound different, even in a subtle way.
It points to a defect in the converter since it's changing the audio somehow, but we should be able to tolerate that as well. Maybe the DSP needs to be relaxed? Could be a configuration issue possibly, but needs investigation.
Also, in the failing case, it took way longer than 4500ms as configured on proliant.
