The existing paging plan support is somewhat limited - one choice of SNPP, SMTP, TAP, etc. and only one needs to succeed. We should be able to adjust the order that these are tried, configure them as mandatory or optional for delivery, and configure some as backup methods that are tried only on failure. This includes having multiple of an option, e.g. multiple email - one could just be a cc that doesn't count as delivery.
