[PHREAKNET-41] Allow for more granular billing based on switch ZIP code
Feature Group D offers us lots of possibilities that aren't well utilized right now.
- Third party billing. Rather than allow "carriers" to set rates for certain numbers themselves, THEY can handle the billing and simply relay through our system as an add on/line item charge on bills. Elegant way to completely extend the billing system and allows folks to their own rates, choose their own "equal access" carrier, which can fall back to PhreakNet main, etc.
- 10108880 for example can reach the WRT operator (code+0 to reach a specific carrier/tandem's operator - public equivalent of NNX+121)
- "satellite" routing, routes with no carrier/crosstalk (more expensive routes), "T1", etc.
