Per the discussion on the linked issue, it seems that if packets are dropped for any reason (not just fragmentation), then this can cause a retry storm.

IAX2 should be using exponential backoff to avoid this (which presumably it isn't at present).

I haven't confirmed this myself, this needs some analysis/investigation to determine the appropriate course of action.
