[INTERLINKED-22] Broadband exodus

This is a child issue of [INTERLINKED-22], to improve InterLinked Issues so that it works better for offline users.

• Expose issues via either IMAP or NNTP so that issues can at least be viewed offline without a network connection.
• Allow comments to be added to issues via email reply to an issues.interlinked.us mailbox
• Allow new issues to be opened purely via email, e.g.:

From: me@interlinked.us (registered email associated with the InterLinked account)
To: issues@interlinked.us
Subject: [INTERLINKED] Something doesn't work #bug

Body text goes here for the issue

We would need to default most settings, e.g. the above would yield:

Reporter: Me
Title: Something doesn't work
Category: InterLinked
Type: Bug

Other settings would have a default that could be overridden:

Severity: Minor
Priority: Normal
Resolution Effort: Unknown
Visibility: Public
Topic: (none)
Milestone: (none)
