[PHREAKSCRIPT-23] res_phreaknet: Increase cURL timeout

Not sure if this is really due to timing out after 1 second, but 1,000 ms is a pretty short timeout anyways and should be increased.

Also, "Resolving timed out" is worded funny, that should be updated and maybe include more error information.
