It's happened before that people on Discord will try sending messages by mentioning in public channels to people on IRC that aren't currently online, and these messages are never seen since the Discord users have no way of knowing who's on IRC or connected via IRC relays, as only the native IRC users can see every individual user online via all relays.
To accommodate these situations, it would be helpful if we try detecting whether a user on Discord, etc. is trying to send a message to someone not currently online and let them know if that user isn't.
Example (from IRC perspective):
bot: <jsmith> InterLinked: you online?
bot: jsmith: User 'InterLinked' is not currently online
Additional functionality could also (for native IRC users) notify users by email if somebody is trying to mention them like this, but this somewhat breaks the "closed/exclusiveness" of IRC channel presence so not sure about this. At the very least, such functionality should not be enabled by default.
