Since last weekend, all current attempts to upload the NIPCAQ result in the following error message: POST Content-Length of 15872520 bytes exceeds the limit of 15728640 bytes in Unknown on line 0

is well above 15M, the web server has been restarted... the usual culprits of the issue don't seem to be it, as something else seems to be limiting POST uploads to 15M outside of explicit configuration.
Until this is resolved, no further NIPCAQ digests can be uploaded and snapshots will have to be preserved weekly for reingestion into the system once this is resolved.
TEMPORARY WORKAROUND: Copy the file to the web server by other means manually, and bypass the file upload to use the file directly from disk.
This issue would be obsoleted by resolution of [PHREAKSCAN-2]

Now that [PHREAKSCAN-2] is in progress, this issue is obsolete as the original system is deprecated. No resolution is required anymore.
